“Well, It’s a Dumb Law!”

People bridle at laws they do not understand and obey them only if closely and constantly monitored and/or threatened with severe penalties.  On the other hand, people willingly, almost instinctively, obey laws that make sense to them – like turning left from the left lane and turning right from the right lane.

The problem with distracted driving laws is that, to the majority of drivers, they can easily seem unfair, onerous, and even contrary to obvious truth.  Therefore, they will be obeyed only grudgingly.  That will decrease overall respect for law in general as well as for legislators, police, courts, etc.  Much of the time, unpopular or seemingly burdensome laws will not be obeyed at all.

With or without distracted driving laws, the only thing that really matters is the average driver’s understanding of the driving task.  That’s what determines most of his behavior behind the wheel.
